I'm amazed at the way these supposedly grown men just accept anything they hear. It can be tricky to find out what is happening today, but this incident was more than 60 years ago. Even Bush's executive order (# 13233 ) to keep presidental papers private doesn't cover papers that old. Some historian would get rich from a book on the subject.

Rich,

I have not sure what he's talking about. But, the Pacific fleet was moved (upon Presidential order, I believe) from San Diego to Pearl Harbor around 1940-41.

flightjournal.com

"In 1940, the Pacific Fleet had moved to Pearl Harbor from San Diego despite the objections of Adm. J.O. Richardson, "CinCPac," who felt that basing the fleet in Hawaii was no more a deterrent to Japanese aggression than leaving it by the mainland; furthermore, it made a tempting target. His objections were overridden by President Franklin D. Roosevelt, who replaced him with Adm. Husband E. Kimmel."
