he has a plan in place that turns most of his wealth over to charity when he passes. Somehow, 'con man' just doesn't fit.
What does fit is that he strongly believes, based on a wealth of experience with people, organizations and regulation, that the ideas he proposes are the best way to deal with the situation. He may see unintended consequences in heavy handed regulation that might not be obvious. Buffett may not be completely correct, but that doesn't make him dishonest or incompetent.
