If you look at what has been going on in our government, it is pretty clear that we have been sending a message that we still have nuclear capabilities and that we are willing to use them if threatened. Remember that document that was leaked a couple of weeks ago that stated clearly which foreign countries were in the crosshairs? And whenever the press asks if we would use nukes, we have stated "we won't rule out any response. Our government is trying to remind everyone of Mutually Assured Destruction.
