If you seek a precedent, take a look at the Loretta Sanchez vs. Bob Dornan House race in Orange County, Calif., in the late '90s. Ms. Sanchez ran a strong campaign on improving education funding and defeated Dornan who, I believe, had close to a zero "education-friendly" rating. Those results will be repeated in coming years as the Hispanic population continues to grow in the American Southwest.
