It's no different whether you have an Athlon or a Pentium based laptop. They both change frequencies dynamically within Windows to maximize battery life, and minimize power. If anything, this is even more of a reason why AMD was crazy to name their 1.3GHz Athlon 4 a 1500+. You only justify it by showing how Intel still uses megahertz in their mobile parts. So either it's ok for AMD and Intel to use the full power ratings to label their CPUs, or it's not.

But you cannot have it both ways (tm albert kovalyov).
