The order to move to Pearl was issued more than a year earlier than the attack. The ships weren't ordered to go to Pearl and not move. The carriers didn't linger for months with engine troubles to avoid showing up, they were in and out of the harbor as needed. Of the various crackpot theories, yours, apparently based on the 1944, John T. Flynn pamphlet The Truth about Pearl Harbor, is the most extreme.

I have researched this. The case against FDR has various holes in it. It is unlikely that the Pacific fleet was set up in such a manner. If need be, I will take some time next week to recreate some of my research, but I haven't the time now.
