The Union yes. The general profession is less and less qualified by education or certification, so the qualified answer their would be yes also. The teaching peers of her generation she would probably rate well. My low assessment is of State run education and is based on low results, a fact. It's sort of like the auto industry's problems when the rest of the world was modernizing equipment and catching and surpassing the quality of the Big 3. It wasn't the workers fault.
