I don't know if that the best that can be hoped for but it might be the best likely result. If a peace agreement is reached you probably will still have a level of terror about equal to Northern Ireland from the people that reject the solution. If no agreement is reached you probably will have atleast that much terrorism if not more not matter what the Israelis do to suppress it. And if you have no peace agreement and no strong attempt to suppress terrorism then the PLO, Hamas, and other groups will probably try to keep the pressure on by increasing the level of terrorism thinking that Israel will back down rather then really starting to get brutal against the Palestinians.
