There aren't that many places to go, so I doubt this is as much a factor as the article is trying to make out. Some
of the best may go to new start ups, but we all know that
the financing of new start ups is tough in the current
market conditions.

This makes a intersting case for outsourced services such as those offered by IBM and EDS. Though EDS would probably
be too expensive for most small to medium sized companies.
So who is around to fill the gap???

This explains the strength in those telecom equipment stocks on Friday. So much for timely distribution of information to all market participants at the same time.

Banc of America raises their ratings on communication equipment systems vendors on the belief that this qtr marks a cyclical inflection point; says Feb data indicates that co's are seeing a return to normal seasonality, and believes that North American capex will start showing sequential qtrly improvement this summer. Upgrades CIEN, CSCO, JNPR, and ONIS to STRONG BUY from Buy, and raises AFCI, LU, NT, and TLAB to BUY from Mkt Perform.
