Consumers might accept a per-byte charging mechanism as long as the number of "free" monthly bytes is large enough to accommodate typical usage patterns and there's a way to monitor that usage easily. Let's hope improved cost efficiences in cellular voice can defray some of the spectrum-licensing and build-out debt, letting carriers price data services aggressively. Next-generation systems have greater spectral efficiency, so this might not be just wishful thinking.
