This joint agreement is aimed at developing 40Gbps RECEIVERS, not TRANSMITTERS, of which modulators are a part.

JDSU already has a 40Gbps modulator, but is Lithium Niobate based based, will be higher priced, and has lesser specs.

Since receivers are NOT among the products KVH intends to make, and since you have to have both 40Gbps receivers AND transmitters, anything that speeds up the missing pieces for 40Gpbs transmission is good news for KVH.
