Yes - if you want to send data both ways. But you also need a receiver on both sides.

Ah, I see your problem!

If data were ONLY being sent one way you would only need a modulator on the transmitting end. If the two ends are say, New York and Chicago, you DO want to send data both ways, so you DO need a transceiver (transmitter+receiver) at both ends. The modulator is only used for transmission.
