I don't think it is a detriment, but rather as I predicted a few months ago that Q will be the one to make WCDMA work for the WCDMA camp finally, and this would provide a way for saving the BUTTS of those hell bent on the crazy upgrade path in the US to get finally to WCDMA and UMTS. Q would provide them with a compliant E911 system so that they could operate in the US.

It may also provide an interesting situation similar to the one now being played out on the huge debt the European community has for 3G licenses, when Q provides a solution for the GPS assisted snaptracs and makes this new european satellite launch system a giant unused burden (debt) once again that the carriers and people of Europe are being asked to carry for the "european first" mania they have.

Perhaps the people of Europe will object to this giant "tax" they are having imposed on themif solutions readily exist to avoid a few more Billions spent on techno-envy.
