Yes, he's saying the bill is unfair 'cause the estimate is wrong. Forget for the moment that the current estimate [0] is also wrong, but in a direction favorable to the company.

I find the whole argument against S.1940 to be "if we disclose what stock options are costing shareholders, then folks wouldn't pay as much to buy shares".

The words "conspiracy to defraud" spring to mind.
