Guns will become harder to get in a society that "bans" them, but not impossible. Anyone heavily motivated to get a gun will. The black market will be more expensive, but not infinitely more expensive, since there will still be competition. It only makes sense that it is easier for the armed criminal if he is assured of facing an unarmed victim......
