The original moving of CINCPAC to Pearl was NOT what I was talking about.
If there was an executive order, then it is numbered and recorded. You should be able to find a reference somewhere. I think you have been duped by same type of misinformation expounded by the sources I suggested earlier.

when the entire fleet was ordered into the harbor,
I think it's up to you to provide some sort of verification to be taken seriously.
