Serious slowdown of Jewish immigration started in the mid thirties, and was blocked completely by the White Paper of 1939.

According to this source, which does not appear to be the work of Arab propagandists, this is not the case.

Immigration seems to have peaked, not slowed, in the mid '30s. Rates slowed to some extent after this peak, but continued at considerable levels. Immigration remained vigorous in 1940, after the White Paper in question, and would guess that the slowdown in 1941 had more to do with the war than with British restriction.

It is not noted whether these figures include illegal immigration, which is generally believed to have been substantial.
