BBM, one purpose of the negotiations would be to marginalize the players who are not at the table: to remove the perception they foster that the only way to deal with Israel (and the US) is by force of arms.

The negotiations have multiple purposes.

The existence of extremists within their borders is not necessarily a source of joy to many national leaders.

"What would motivate *this* enemy to accept a negotiated "perpetual security" for Israel?"

The United States, Europe, and Saudi Arabia all commit major funding.

Israel's secure borders was a foundation of the Saudi proposal.

"Exactly how does that take the wind out of their sails rather than simply encouraging them to keep pushing even harder?"

They have achieved their success by winning the hearts and the minds of their followers. They are parasitic entities in the countries they operate from (in many cases).

The success of NATIONAL entities in formulating a peace would reassert the traditional power structure.
