There are plenty of ways to synchronize base stations without using GPS signals as your time reference. It's just that using GPS signals is cheap and very accurate. Avoiding the IPR involved in using Qualcomm's patented synchronized soft handoff probably had more to do with the original decision to go asynch than any political paranoia over using GPS.
Dependance on GPS doesn't seem to bother Communist China, with whom the United States has had more military and political friction, as much as our friends in Europe.
