My sentiments exactly. I'd like to set up a whole string of factories there, hire everybody in sight. Pay 'em good money. Subsidize the whole thing, it's cheaper then a war. Let them get used to living well. Then you have something to threaten with: if the leaders don't cooperate, you pull out and the good times are over. The leaders would be feeling the heat from their own people.

One of the main challenges there is putting a wedge between leaders and followers.

I don't think a few regiments would so it. The Monte Negro Army could probably defeat a force of that size. And every tinhorn dictator with ambitions would make sure he could before he tried anything.

Peacekeeping forces are not usually large deployments, and that's all I had in mind. I don't think the idea of a UN army capable of full scale war would be acceptable to very many people.
