WASHINGTON - The Bush administration accused Iran, Iraq and Syria of fomenting terror while it urged Yasser Arafat (news - web sites) on Monday to ban suicide attacks and Israel to "carefully consider the consequences" of its military thrust into Ramallah.

The multifaceted message emerged after President Bush (news - web sites) met at the White House with Secretary of Defense Donald H. Rumsfeld, Secretary of State Colin Powell (news - web sites), National Security Adviser Condoleezza Rice (news - web sites) and, by video linkup, Vice President Dick Cheney (news - web sites).
