The discussion of a "Personal God" seems to have become a needless detour, as the adjective is stretched to the point where it becomes indistinguishable from "God." We can only infer the nature on an unknown higher being by conferring our own attributes upon it/him/her, magnified an infinite number of times ... with the realization that we still come nowhere near knowing him. Certainly, God, the Creator of all things, could have done or created any of the things you mention, or not. And one who believes in God is free to believe any of them, or not.
