Tom Siebel, founder and chief executive of Siebel Systems Inc. of San Mateo, Calif., is among a growing group of newcomers to the government business. He arrived in Washington recently with the pitch that the company's customer-relationship management system could be used to track terrorists.

In a slick presentation that includes computer-generated charts with mug shots of the Sept. 11 hijackers and event timelines, Siebel has tried to convince people at "every three-letter agency" that his software could have helped them spot patterns in the hijackers' movements by tracking their residences, credit card purchases and communications.
