AMD is not without success, they have not lost market share yet.
Prescot may be a bit better than the original p4. With Itanium failing, Intel would stupid not to invest into Prescot.
I expect Intel throwing a lot of money at it right now.

The extra metal layers of .13u process provides an opportunity to optimize the design, and derive significant (at least reasonable) performance / die size improvements, but I doubt AMD went through a labor intensive effort to pretty much re-do Athlon again. The new layers of metal are probably not even being used. Therefore the upside may be limited.

With limited resources in place, AMD may have had to make a decision whether to optimize Athlon for .13u process, or devote those resources to Hammer. And Hammer won the fight for more resources.
