Indira Gandhi and Fidel Castro met a lot of times at the Non-aligned summit. Does that mean India is supporting Cuba?
Political leaders meet and Arafat needed recognition. If US and USSR did not recognize him, maybe the non-aligned countries would. He may have been visiting for meetings of non-aligned countries while visiting India.

And have you noticed the recent friendliness between India and Israel?
