My perception is he has repeatedly implied it at least.
He calls the suicide bombings "terror" and says that Arafat has to stop the bombings.
Using logic I find the implication to be he thinks the Palestinians and Arafat are terrorists.
He describes terrorists as "those targeting civilians for death".

Using this logic it appears Sharon is a terrorist too.

I have problems with the use of terrorist to label
opponents.

King George 3rd thought we were terrorists.
We thought the Native Americans were terrorists.
The nazis thought the French underground were terrorists.
Nicholas thought the Russian people were terrorists.

If the terrorists win they become revolutionaries.
If they loose they go to the reservation.

There is a theme there.
When the desperately disenfranchised take up arms against the status quo they are labled as terrorists.
