Ok... I shouldn't have said that he was a war criminal. But some people, including Israeli officials, think he should be brought to trial for the massacres.

No, but maybe he should if those incidents involving civilians lasted over 24 hours.

Following your reasoning, Milosevic shouldn't be indicted nor should he be on trial as he never did the actual killing.
