Ah. I think you are right that it was not fraud but the claim was disallowed by Leonard the investigator; thus the historical tie in.

Still...."He (Sammy) remained at home, and was only locked up because he was helpless after his wife died.

Sammy would be locked up because he was using the system.

But Leonard was not using the system so he would not be locked up until or unless his problems impacted the system.

"Leonard would be locked up, not for homicide, but for his condition, no longer having a close relative to care for him." Not necessarily.
