CB, sorry that not many can read the actual report. In a nutshell Sharon was indirectly held responsible for not having the foresight and anticipating the fact that the Phalangist may engage in a massacre.

In Israel political life at the time and as now there are always many political knives to get you (even that in personal life they can be very friendly) and as such the report was mostly for internal Israeli consumption and a block for Sharon to gain more political power. That is the sad part of Israeli politics which many try to exploit to the maximum to their advantage.

I am not sure if any one on this tread knows but one of the closest former advisers to Arafat is an Israeli Knesset Member Mr. Tibi.
