Looks like Israel has four choices for Arafat:

1) Leave him where he is

2) Jail him

3) Exile him

4) Kill him

They are all bad choices. What would you chose if you were them? I choose "1"

My impression has been that the suicide bombers were always primarily Hamas / Hezbollah types, and not particularly under any direct influence from the PA.

That used to be the case until the last six months or so, when Al Aqsa took over the lead. Jeff Goldberg's article Suicide as Strategy, which is excerpted on MEMRI.org, is informative on this score.
