Vix and vxn only measure volatility. It's not true that markets always decline with low vix levels. Put call has not been excessively low which usually is a better measure of complacency.

Volume is low......... no buyers. If you don't get buyers, then how can we go up? Brokers are probably going to have to take down guidance on lower commissions if we don't start getting better volume if you ask me.
