Area A is the territory in the West Bank and Gaza that Israel does not occupy but was ceded to Palestinian Authority rule under the Oslo Accords. Area A includes all the major Arab cities in the territories. 95% of the Palestinian population in Gaza and the West Bank lives in Area A.

Area A has of course provided a complete safe haven for the the suicide bombers of all stripes during this intifada. Until this last month or two, Israel's military operations did not operate inside Area A except for brief incursions at the edges, and symbolic attacks. They bombed a lot of empty PA police headquarters.

Now the Israelis are, for the first time in this intifada, attempting real military actions inside Area A. The first real operation was Operation Root Treatment a couple of weeks ago, going into the formerly unassailed refugee 'camps' (they are really cities) of Dehaishe, etc. (even the PA has never controlled those camps; it's pure mob rule there) to try to catch wanted terrorists without too much bloodshed. That was judged by the Israelis to be pretty successful, but then they had to withdraw for Zinni's visit. Now they are conducting military operations inside Area A in a big way. It is too soon to judge the results.

That's why when you say, "but they've been conducting operations for months", I say, no they haven't, not really. It only started for real a couple of weeks ago.
