NT Nortel Networks ratings cut by Moody's (4.43 +0.08) Moody's lowers ratings on co's long-term debt to Ba3 from Baa3, preferred stock to B3 from Ba2, and commercial paper to Not Prime from Prime-3; cuts reflect the continued decline in spending by telecom carriers which is expected to be deeper and more protracted than previously anticipated. Outlook is negative.
