No, I'm not being naive here. I am well aware of the many times that the US has targeted civilians. We're one of the best at it. If we had to, we could kill billions in a few hours. We haven't had to, since WW2, so we haven't done it. But that has little to do with the question of whether or not we'd allow our weapons to be used by someone else to deliberately kill civilians.

And that article you posted is highly prejudiced against the US. Every other major nation has targeted civilians in the last 100 years. It's universal throughout history, at least in all out wars between equals.
