Wha was forced? It's thier choice to bear the costs to maintain the old stuff and not have the ability to run the apps enables by the new OS and or PC. Eventually the TCO is too high and you upgrade.
Much like when you keep your car longer than the warranty.

"...it is usually purchasing new software to run on old machines."
The numbers do not seem support your claim. The bulk of the new OSs sell on new machines.
