I'm going to be a big fan of global warming if I move to Troy :) There is some new software and stuff there. RPI doesn't seem to have been as successful as MIT and Stanford in spawning a spin-off culture. But there is really no reason why not. As it claims to be the oldest engineering school in the English speaking world. Saratoga Springs is a nice place to live perhaps and you have mountains in each of the three directions (Adirondacks, Catskills, Berkshires etc.) for outdoor activities....
