Could you tell me more specifically what troubles you?
My question was not what it meant. I know what it means. My question is why it adds value to what follows it, what about it is essential to the point you're making. What does it matter sufficiently to the essence of conservatism whether people take their institutions personally or not? It seems to me quite sufficient to say that it's a bad idea to stir up factional anger amongst the populace.
