wasn't the Spanish Inquisition encouraged by papal Rome? The Spanish Inquisition was put in place by the secular Spanish authorities. Also it was a long time ago. While an inquisition can be run by secular authorities exclusively, in the case of the Spanish Inquisition it was run by both secular and religious [catholic] authorities......see link below.
