Raytheon and Northrup Grumman are bidding to be the GENERAL CONTRACTORS. They don't make EDS machines, they will deploy, install and maintain the machines which are made by INVN and L-3. The TSA requires that general contractors must employ at least 1000 engineers, Raytheon and Grumman are perfect for the job. You see the food chain: OSIS makes the front end for INVN's CTX 5500, INVN produces the machines, Raytheon/Grumman install them.
