People are not always in a position to see what is important or useful, from their limited perspective. There are plenty of people who can get by without learning English, for example, and it is hard to learn another language. We need to ensure that they have the resources to learn it without undo pain, and that they understand that there is an expectation that most will, if not for their sake, for the sake of the country, which will actively resist Balkanization........
