Is the Bush Administration as strong as Warren thinks it is? I would love to think so, but I don't, yet.

...or even as consistent as Warren seems to think? Is this really a skillful diplomatic headfake to the Europeans, or the divided result of a divided administration?

I'm inclined to think the core of the Administration is leaning in the direction Warren thinks it is, but Powell is influential and causes a certain amount of see-sawing, which is augmented by the fact that the Administration is currently pursuing contradictory aims, get Arab cooperation and let Israel fight terror. So we may not have seen the last haul-Israel-back, let-Israel-go, haul-Israel-back cycle. But each cycle buys the Administration some time.

It is a maneuvering game. Bush is serious about Iraq, but all the Arabs, who want to stop him, are crying Palestine first! and State is echoing them. Bush knows Palestine is a tar baby, but has not got the nerve(? support? case? military buildup?) to proceed on the Iraq front while Arafat and his buddies pour gasoline on the Israeli conflict, and Sharon responds in kind. At any rate, not yet.
