"On the other hand, you are correct"

Correct about what? 3.9%? Some obscure source, "Shaun L",
told some obscure reporter in Moscow that he failed
to clock the chip above 1870 MHz. So what? How can you
be sure that his old BIOS configures the chip correctly?
That his board power supply can handle peak currents
of the new chip? How he changed the frequency? Does
he have a continuous-phase frequency synthesizer to
do this correctly? No sane manufacturer would release
a chip with 4% margins
(unless AMD goes insane of course, which I do not
currently believe).
