You forgot to add one of the simplest and yet most effective strategies that can be added to reduce the oil consumption. That is to reduce the work week and to encourage working from home. The savings could be enormous. The ideal situation would be to work Monday/Tuesday and Thursday/Friday. There would be a double bonus. People would be refreshed from having the extra day and would have more energy on the job. This could be encouraged through tax incentives. This would be far more effective than the standard Democrat car-pool idea which mostly has failed.

Of course Bush-Cheney aren't the ones top get us off oil. They're just public servants, not dictators of a Stalinist command economy.

If you use guns and the punitive, coercive power of government to enforce your vision how are you any different than the Taliban?

2) Higher fuel efficiency[Through higher risk cars](which the GOP just squashed)

The GOP/Labor coalition did very correctly squashed this irresponsible move that, even suppporters admit, will cost lives.

Well said ...

I only disagree with increasing taxes, since we have high tax already and government can not be trusted with our money, but perhaps a straightforward decrease on taxes corresponding with an increase in efficiency.

That would be hard to pass, but certainly an incentive.

E.g., I've got a 15kw diesel generator that also can burn waste vegetable oil ... the restaurants pay to have it thrown away, and I'm willing to pick it up.
UC Humboldt has a website showing how to convert it to biodiesel to run in a regular diesel motor.
