No chance at all. Castro works in the darkness. He prefers to fund terrorist groups, like Al Qaeda. He prefers putting innocent Cubans in prison, and torturing them behind closed doors, where noone can hear their screams.

Castro doesn't want to provoke the United States into attacked Cuba. He prefers to stab America in the back. I wonder if President Carter is asking Castro what Castro meant when he told Iran that Cuba and Iran could bring America to it's knees. By the way, this statement by Castro was prior to Sept 11th, and Castro supplies funds to the terrorist groups that attacked America.
