Yes, but "cheap" notebooks don't use DDR. Even expensive notebooks don't (but will increasingly) do so.

Since what we are looking at is the overall notebook ASP, switching from SDR to DDR SDRAM only increases price (although not by much, if you judge by the relative price of standard memory modules).

And since inventory levels are going down across the board (most notably among LCDs), I don't see where the predicted ASP drop would come from.
