"The commons is a much bigger subject than just this. I think most political decisions come down to deciding what is in the common interest versus special interest. Usually the interested parties would prefer not use language that makes this clear since the special interest tends to look bad.

Politics is a system of alliances to establish power. When we speak of common interests in relationship to politics, we are speaking of the common interests of the representative powerful constituencies. When political decisions are made on purely common interests, it is in the interests of the powerful elite to establish rules of order that most benefit themselves. Where there is no rule of ethic for decent treatment to be afforded special interest groups (those who are not represented by the powerful elite representatives), the door is open to tyrannize individuals or minority groups. In some parts of the world this transfers to actions as serious as genocide. I hope this isn't what you are advocating?
