If the instructions are to shoot down planes that are going off course and not responding to radio signals they should do everything they can to know whether there is a terrorist attack on board. It would probably be more cost effective than some other things like constant surveilance by jets over US cities or maybe a complement to these initiatives. But I suppose just plain cameras between cabin and passenger area would be really easy and inexpensive.
