If CIOs answer a survey indicating renewed spending, I would say most of it will be to restore staffing to where it used to be, prior to cuts. =Not= new systems. Or DB2, or high-priced IBM services.

Answering a survey is a lot different than spending the money. What is the downside to checking the box "increase by 5-10%" versus any other answer?? Not much, I'd say.

Anyway, RSD, what does "art" of technical analysis say about the future price of IBM stock, since it has hit a sub-"Sept 11th" low??
