Well, don't take it at face value though... For, as the old saying goes, "where there's a will, there's way". The apparent European diffidence as regards the Mideast crisis masks a genuine political will, actually. Remember, on the eve of the Beirut summit, when the US was pressuring Israel to let Arafat attend it, NOT A SINGLE EU country piped up to let Arafat go --why? Because, at the time, the breakthrough was a US/Saudi/Egypt initiative wherein the Europeans had had no say at all.... hence they didn't want to help advancing it.
