I thought that was Bush's idea as well. The new money for development would only go to countries that have reformed some of the problems that have been preventing development.


Tim, sorry but I want a lot more detail than that........specific guidelines and goals, steps taken to insure that funds will not be misappropriated, matching funds, etc. I think aid needs to be micro managed to insure maximum success. To often, aid recipients treat aid money as free candy to be p*ssed away.

Of course, I doubt that liberals and Europeans will enjoy reading it, namely Ted and Andreas. ;-) They probably don't want to be pigeonholed into a group that hates success, and I don't blame them. But it's an interesting read nonetheless.
